Third you gotta make jokes at THEIR expense. Make fun of them. But not in a cruel way. This is VERY important. You have to be able to make them laugh, and more importantly, you have to be able to make them laugh at themselves.
Most girls like a sense of humour, ALL girls like confidence, and Most girls hate needy whiney b*tches. (Any girls worth having anyways.)

In all seriousness though, jokes can only get you so far, humor here is the key. Best advice is to get into their lifestyle, you see you can easily make jokes about wammos here and ppl who read these forums would understand because we share the same experience.
Same formula, if you're into a girl who's say... very outgoing and likes fashion, start familiarising yourself in those lifestyle and if that's the case reading less of the gw forum might be a start

This probably ain't the best place for it.
As for what you're asking how to do, some are just born with it. Be that looks, wit, or just natural confidence, there are people who are just generally more appealing to women.
*edit.* The first thing *I* would do, if I were trying to get a girl's attention, would be to ditch anything even remotely related to cartoon shows. Nothing says pimp daddy like chatting up some ladies with 'Goku' as my display pic. That says; 'I'm 20+ years old and still watch cartoons.'

:S pretty hard to give help when we know so little about eachother... things change too as you've recieved more birthday cards. Forgive me if I'm wrong, but you sound like you're still in highschool? In which case how you're portrayed by your peers is also important...
But yeah if you don't know this girl yet... the first step is to get to know her, find an excuse to start a conversation, it'll be easier talking to her the next time you meet.
